Update 12/4/25 – Pennsylvania Governor Josh Shapiro has signed legislation that updates the Self-Service Storage Facility Act. Operators in the state now have more options to evict tenants who default on their accounts.
The new law allows self-storage operators to send an electronic rental agreement, which becomes enforceable within 30 days of the document’s delivery, whether or not the renter signs the document. Additionally, it establishes a 14-day window for customers to remove their items after contract termination, after which operators can dispose of any remaining property.

11/21/25 – Legislation that would update the Self-Service Storage Facility Act in Pennsylvania passed in the Senate on Nov. 18 by a wide margin. It’ll next be considered by Governor Josh Shapiro.

The change to the law will give self-storage owners a critical tool to maintain control over their asset, Conklin said. “Pennsylvania has more than 1,500 self-storage facilities, and most are small businesses,” he said. “Yet our law fails to adequately protect these businesses when a customer fails to sign or pay their rental agreement. Without a timeframe in which the unsigned or unpaid agreement can be enforced, the storage unit sits occupied and unrentable, costing the business valuable income.”

HB 1359 will now move to the state senate for consideration.Conklin said he introduced the bill to ease a burden faced by many facility operators. “Self-storage companies are mostly small businesses, and their owners face a difficult problem when a customer defaults or fails to sign their rental agreement,” he said. “With no timeframe in place to enforce the unsigned or unpaid agreement, the unit sits occupied and unrentable, costing the business owner money.”

6/2/25 – The Pennsylvania Self Storage Association (PASSA) is seeking support to pass House Bill 1359 (HB 1359), which would update the state’s Self-Service Storage Facility Act. It was introduced last month by Scott Conklin, commerce committee chairman, according to a May 29 email newsletter sent from PASSA to its members.

HB 1359 would allow self-storage operators in Pennsylvania to deliver rental agreements to customers electronically and restrict access to storage units when tenants fail to sign or pay, even before removing their belongings. It also cuts the default period from 20 to 10 days. Additionally, the legislation establishes a 14-day window for customers to remove items after contract termination, after which operators can dispose of any remaining property.
PASSA is asking its members and other self-storage operators in the state to support the bill by contacting their house members or donating to the association’s political-action committee.
PASSA is a group of self-storage owners and operators who establish and promote the highest standards of professional service and ethical business conduct for self-storage in the state of Pennsylvania, according to the newsletter.
